officers in the first class of the Cadet Service, the

holders of the posts of Treasurer, Secretary for Chinese

Affairs, and First Magistrate and two others and that if the

posts of Director of Education and of Captain Superintendent

of Police are held or, if either of them is held, by an

me officers officer not belonging to the Cadet Service, two officers

or one officer as the case may be of that service may be

promoted to the First Class.

At the moment no change would be necessary.

Later if Mr. Irving were succeeded by an officer from

outside the Cadet Service, a Cadet Officer would be promoted

to Class I and when Mr. Wolfe retired from the post of

Captain Superintendent of Police and was succeeded by a non- Cadet Officer, another Cadet Officer would similarly be

promoted, provided that by that time no Cadet Officer has been appointed to be Director of Education,

I propose the promotion of two individual

officers rather than the addition of two other posts to

Class I because of the necessity of providing for the probable contingency of a Cadet Officer being appointed to be Director of Education and the remoter possibility of a

Cadet Officer being appointed in future to be Captain Superintendent of Police and because the relative importance of offices varies from time to time, e.g. the Postmaster Generalship may at one time be considered to be the principal office outside those permanently assigned to

Class I; while at another time the post of Head of the Sanitary Department or Superintendent of Imports and Exports

may assume a greater importance.
